I was off taking pictures on the side of the road, when i noticed a snake mostly inside a small hole in the ground. He appeared to be moving further in, and there was fresh wet dirt around the hole.

That hole was made by some other animal, not the snake. Snakes are not able to burrow in any substrate that does not crumble or collapse behind them. Not only that, but any "burrow" made by a snake would not be that large compared to it's body. That looks like a water snake, but can't be sure. I'm guessing it's crawling in there to hunt or to cool off. If there has been little rainfall; possible drought, it may be looking for water. One thing I can tell you that I am 100% sure of, that snake did not make that hole, Looks like typical water snake behavior to my. Try looking up "snakes of _____" and see if you can find a match, or you can post a location. Once the snake can be identified, you can look up more on it's behavior.

A lot of snakes do just that. The wet dirt is just below the dry surface of the ground, dig deep enough, you got a well.
